I think we are in a transition period. We are used to a strong executive previously, now there is devolution.
Before we castigate Raila, who seems to be the devil in this country, we need to critically analyse what role the Governors will play, remember they are not PCs who used to wait for instructions from central government.
Have we really understood how devolution will work w.r.t central government?
what happens to cases where a governor has own manifesto, or party's, different from Central gava's?

It is not about Raila, but can Jubilee force Joho for example to implement their manifesto?. what level of independence does the governor have over reources at his control?
