Third, save for Siaya county, no CORD governor will do what Raila tells them if they do not want to. He was a stepping stone. Now that he is neither president nor premier, his power of intimidation has all but disappeared. As was evident from Okuta's funeral, both CORD and Jubilee governors are now falling over themselves to court the president's favor.
