this whole thing is subjective... lets face it. you can never please everyone. there three ways to slice this case
1. merit
2. national outlook
3. tribal/nepotic interests

the best is definitely 1 but it can sometimes be confused with 3

national outlook being the driving factor does not mean that you will get the best people available for the job but rather the best people available for the job in all ethnic groupings... of course the worst is the best people available for the job in one particular grouping of people....
