How the county governments spends their share of the money is purely on their jurisdiction. They just need to ensure the locals participation, through the county governments. That was the essence of devolution. It may not be CORD or Jubilee manifesto. All in all, I believe Jubilee would be interested in having the Governors align their development agenda with the Jubilee's National agenda. They would need to lobby for that

Former Prime Minister Raila Odinga has said he will work with Cord's 24 governors to implement the coalition’s manifesto.

Mr Odinga said Cord has majority governors elected during General Election and will use them fulfil promises they made during the campaigns.

No wonder he insists he won the elections......he's going to be President despite not being sworn-in in a colourful millitary ceremony........and he is still going to fulfill his campaign pledges to the people......Laughing out loudly Laughing out loudly Laughing out loudly Laughing out loudly

You know who are in control there......if they are the ones dealing with county budgets then am just waiting to see what unfolds.

-The CORD guys are also saying that the debts inherited by the counties from local authorities be written off, that the national government irons out issues on sharing of revenue from national parastatals such as port of Mombasa so that people in the counties can also benefit from them and urged the national government to release devolution funds to kick start county operations.

Isn't all this very interesting??????
