I am just imagining how it would be phrased ...

"Following the twin bombing in Boston, Massachusetts,the Kenya Government warns Kenyan citizens of the risks of travel to the US. Kenyan citizens in the US, and those considering travel to US, should evaluate their personal security situation in light of continuing and recently heightened threats from terrorism and the high rate of violent crime in some areas. The levels of risk vary throughout the country. The Kenyan Embassy will continue to monitor the security situation and provide updates." Sickquot;

You forgot that US don't care whether Kenyans travel to USA or not. But Kenya do care whether Americans visit or not so understand who has an upperhand on this.

...tell that to a Kenyan who has been visiting the US Embassy at ungodly hours of about 4am or thereabouts and finally got the VISA!!!!
