I thought so too....Speakers job is to speak.

It all depends on where he went to school...particularly where he started.

What happened to Otiato's wife while working in Rex House Mombasa and why was he beaten up by a tycoon MP from Nyanza who had offices in the same building and is it true in the last 5 years he has had 3 wives and chased all of them and has the fourth? Is it true at one time he married Celestene Wabomba after her benefiting from CDF bursary while in campus?Let him take care of the kids coz I foresee numerous suits coming up.

Quote:
Our constitution envisages lean and effective Government. This involves not justreducing the number of Ministries but restructuring the entire Government andchanging how it works. We will streamline the agencies of government to end theconfusing and wasteful overlap of responsibilities and create a Government that isfit for the 21
st
Century.

So the MPs should as well forget about their salary increase if this is to be believed:

Quote:
As a priority we must exercise prudent management of the public finances, especially the overall wage bill. Today recurrent expenditure is reachingunsustainable levels, squeezing out resources meant for development. We mustkeep the public wage bill in check. In the current financial year for example thetotal estimated wage bill is Kshs 458 billion. This wage bill at slightly over 12% of our GDP, is well above the internationally accepted standard of 7% and accountsfor almost half of the revenue collected by Government. This is unsustainable andposes a serious threat to the funding of important development projects, and hasthe potential to severely affect the country’s economic prospects. All arms of Government must set the example and lead the way in bringing thiswage bill down. Our focus both as the executive and the legislature must be onreducing the cost of living and making Kenya much more competitive therebyincreasing opportunities while improving the standard of living. Indeed, that shallbe the centrepiece of our Government
