There exactly is where you are wrong, the central government gets its money from Kenyan taxes, au sio. There is nothing like funding counties, the money belongs to Kenyans and the county government have as much right to it as the central government.

The work of governor is to govern. Not to do things. The earlier we accept this reality, the better. Abd they need to be allocated the money quickly, otherwise, all this hullabaloo about devolved govt is useless.
