Not sure either Uhuru or Raila tweet personally though. Clear leader into the foray was Martha Karua with her personal touch. I see Uhuru recently and rightly passed Raila. Whomever won the election, we'd have had a tweeting president.

It would be very easy for Uhuru himself to tweet especially since he most likely owns a smart phone

shouldn't world leaders just post their congratulatory messages on Twitter instead of sending their envoys to deliver analogue messages.

Even ICC are considering using FAIBA for the UK WR cases.
