RAO is right. The Kenyan Constitution does not recognize the provincial administration.

What are P.Cs for? What are their area of jurisdiction? Whose interest do they serve?

I completely agree. And I think that the Central Government still wants to try and control everything through county commissioners, PCs blah blah blah.

You know with an effective country Government the central one will be a small fish in the sea. County Government is everything!!!!

I don't think the central government can be ignored. There are counties that are very poor and marginalised while others eg Kiambu are very wealthy. The central government is needed. I see no problem though as we've borrowed/copied this system from the US where it works perfectly, we don't need to reinvent anything.

Actually our system isn't based on the US one. In ours the Counties are not all that powerful. The Constitution provides for 14 functions of a County Government while the National Government has 35. The National Government can decide to use the County Commissioners in carrying out its functions at the County level which is now backed by an Act of Parliament - National Government Co-ordination Act 2013.

Now Raila cannot say the truth we always discuss in our homes, bars and churches simply because he lost. Has he ceased to be a Kenyan.

Anyway in the design of the new constitution, Obaks comments were plain wrong and negated the spirit. Let us watch as others chest thumb!

@Mawainder – Kuwa Mpole RAO is already down and you are kicking the man!

I guess he is still going through the motions of loss and grief.....Let us allow him to payuka till 8th April.Seems he wants to hold onto power(PM) till the last day.

After 8th, he should keep quiet forever or till 2017.We do not need his advise. Not now not ever.

BTW Bishop Maggie can do well in praying for him.......

Political and tribal sycophancy aside, isn't the retention of P.Cs, C.Cs, D.Cs and D.Os a way of creating 2 centers of power in a County, which will just lead to undermining of the Governors, who are democratically elected officials just like the Presidency!?

I only support retention of chiefs and headmen, who should work under the Ministry of Immigration and regirtry of persons.

We meaning? You and your friends and relatives or you as Jubilee. I hope this is not a sign of some delusion on your part that somehow you shall be part of Uhuru's government and have a say in how it is run.

He has a point though I think Governors deserve better. The PCs do not exist anymore under our constitution and if they do they should be under the governors.

I agree with you. he has a point but i think he's addressing it wrongly.... how about addressing it to UK/WR to look into it? He cant issue orders to them not to abide with the directives they have been given, am sure he can look for other ways of doing it unless he wants to make the governments "ungovernable". I do honestly believe, if he was in power, and anyone tried to say the same things, he'd not take it kindly.

that said, why again is Kidero not occupying the PM's office? I thought we built a VP's residence which has his office there? Why cant WR use that office? I think we waste so much resources in this country! WR should stick to the Karen (current) VP offices. If he does not want to use it, how about donating it to Kidero to use it, am sure he can still do a good job working from there.

The roles of national government and county government are distinct and clearly spelt out in the constitution I do not see why someone should create a mountain out of a mole hill. If the president, as the leader of national government sees a need to appoint local representatives to coordinate national government functions at county level, why is there a problem? Do you want to consign the president’s jurisdiction to state house only? On the issue of office and flags I also do not see why the obsession and I will go with EK. He said which building the office is located is not important he can even work on the roadside. The most important thing is to deliver. Let one governor come out and tell us how and when a county commissioner interfered with his work.
