Holistic approach requires the observation of a COMPLETE system rather than the dissection of parts.
All eyes are on IEBC- an institution faced with human and technology errors; the real problems do no rest with the institution. It is a society problem.
1. As a country, we need social ethics (honesty, integrity, respect etc). We may turn a blind eye on corruption, hate on social media and ethnicity, but that's what we are. Too bad the government scrapped social ethics education in high school. We need more of these.
2. Some government institutions-like the IEBC- need to be run by logistics professionals and not noisemakers (aka lawyers). Why? Tendering, procuring and managing the products procured (ballots, BVR kits) requires logistical experience. Just look at what a lawyer's-led commission did with the three aspects.
3. Literacy levels in the country are highly over-rated. Why? A literate person knows how to follow instructions, read and write. I would like to believe IEBC hired literate fellows. How come simple procedures were not followed hence the murmurs XYZ is not signed, two forms in the same station? The next census should tell the truth.
4. Mathematics teachers (this includes lecturers) should not be proud of their students. In fact, they should be sacked. Why? Tallying tallying tallying. No matter how many times we do it, we are not getting the same figures! But they could be excused in the meantime. More than half of the KCSE students get less than a Daudi in Maths!
