Information just reaching us indicate that Athi Water Service Board (AWSB) proposal to increase water tariffs for Nairobi Water Company has been approved by the regulator,Water Services Regulatory Board (WASREB). Domestic water consumers of less than 10m3 currently pegged at Sh12/m3 will now pay Sh.6.71/m3 more to stand at Sh18.71/m3.
Domestic consumers taking in between 11-30m3 will pay Sh28.07/m3 up from Sh18/m3. Those homesteads consuming between 31-60m3 will be charged Sh42.89/m3 up from Sh27.50/m3. Those households consuming more than 60m3 will be charged at the rate of Sh.53.80/m3 up from Sh.34.50/m3.
The 56% increment will affect commercial and industrial consumers in the same way as domestic,government institutions and school. Regardless of the amount consumed,water kiosks will now pay 50% more up to Sh.15/m3 from Sh. 10/m3. Bulk sales to other water service providers will go up to Sh26.57/m3 up from Sh15/m3.
On sewerage,all consumers will pay 75% of the water tariff of the corresponding consumption block. Meter rentals per month have equally gone up by 50% ranging from Sh50 for an ½ inch size to Sh2000 for over 8inches size.
Refundable deposits for domestic consumers will now cost Sh2500 up from Sh1250 while kiosks will cost Sh5000 up from 2400. Commercial consumers will now be required Sh25,000 up from Sh6,000. Industries will pay a refundable deposit of Sh50,000 from Sh6,000. Commercial constructions will pay the same amount as industries up from Sh15,000.
Connection fees for 1/2inch will cost Sh2,500 up from Sh1,100 while 1.5inches will cost Sh7,500. Defaulting consumers requiring normal reconnection will be in for surprise of a penalty of Sh500 together with double amount of their deposit for every default up to a maximum of 2.5 times of the affected bill.
Reconnection fee at the mains will now pay Sh5,000 from Sh3,000 with double deposit or the cost of reconnection. Illegal connections,at domestic level,will be fined Sh15,000. 8000 litres tanker delivered within Nairobi will go up to Sh2,500 from Sh1,500.
Replacement of stolen or damaged meters will cost 200% of the market cost of the meter. Exhauster services will cost Sh5,000 for customers within informal settlements while others will pay a total of Sh5,000.
The rates will be reviewed after one year,1st June 2010. According to the Water Act sections 73(1) and (4),give Athi water services board the power to announce the increment.
According to confidential documents in our possession,both the Athi Water Services Board and Water Services Regulatory Board approved the new rates on 20th April 2009.......
