No to both.

Does it mean the parking fees I paid today was levied by an illegal body?

Governor - City Hall. Deputy President - Shell BP House

What had Transitional Authority said all along???

PM office was supposed to be governors office they must have realised the deputy president president is higher in the pecking order thus the changes no way governor can have a bigger office than D.P .no big deal

I agree. Let the DP have the office, Kidero can work from City Hall and still make a big difference.

Having said that, can the Transitional Authority be over-ruled so easily? It may be a precedence for other serious changes coming...

No to both.

I hope by extension also city askaris are out d'oh!

Lets just say that Parliament left a huge lacuna regarding the transition of local authorities into county govts. As we stand now the Local Authorities Act has been repealed (immediately after the elections) and there is no statute that adequately covers the gap left. The repeal has been done through the Urban Areas and Cities Act which is too vague on certain matters.

So legally one could take the City Council to court for illegally taking parking fees from us?
