If this rule wasnt there no politician would see the need to build serious and tangible coalitions. They would just fall back on the raw numbers of tribal voting blocks, probably tack on some other lightweight cooperators to buy a slight edge. This is a good rule despite its appearance of 'wastefulness', especially longterm.
