The software used on the mobile devices assigned to presiding officers at polling stations is a proprietary software of IFES a supplier to the IEBC, the storage and presentation of the results is also done by IEBC in collaboration with Google. The Safaricom network is merely providing the SIM cards and connectivity for the transmission of results data from mobile device to the IEBC server over its VPN. We have had 99.9% availability on our VPN network.

@muganda, this is becoming very interesting.

I can imagine what the commissioners are going through. IT fellows have a knack of failing to solve a problem and blaming everyone else.

I suggest they do this.

Test phase 1 to 3 that safcom is protecting with its life.
Test phase 4 - Personally I think therein lies the problem

But that's just an opinion.

I was shocked to see the IEBC site run under Joomla platform. I expect that if I'm spending 8billion shillings on anything, I should at least get a custom made site. Joomla my foot!

The IT department at IEBC should be interogated because they are aware of what is wrong. If they aren't aware, they should be aware. If this is not the case, they should be jailed for incompetence.

You can't order for tech equipment and not stress test them.

IT fellows in Kenya should then all be lined up at the airport and sent to India for basic IT skills.

most IT guys in kenya wanafanya MBA, so that they become managers.

I am still scratching my head trying to figure out the complexity in a result relaying system from 30,000 stations, a server to hold around 30mb and a network to transmit the same, all that with a budget of 1b +.

iebc has not given a definite answer where the issues arise - I would have preferred a briefing from the IT personnel on the same, the other guys are just mentioning servers crashing (30,000 sms can not even crash an ideos) - or problems with transmission (each data set must be less than a kb - doubt safcom can have issues with 30,000 kb of data) - or system failure (only very peculiar programmers on that budget can fail to code a single form with 8 fields and a login).

I would appreciate a report from the IT guys on what the issue is

If IEBC knew it had inadequacies in ICT (transmission, servers etc) why not use links that are currently working? For example, ask KCB to transmit the data for them. They have a bank branch in every corner of the country, right? And a sound ICT base.
Set out to correct the world's wrongs and you will most certainly wind up adding to them.

Next Technologies may begin to say it wasn't me...


I think at the end of the day, we will come to realise it was a failure on the part of these organizations - IEBC (client), IFES (sponsor), Safaricom (transit), Next Technologies (storage).

Or who would you think would have claimed success if it won an award? Shame on you
