Terminology update

Spoilt - somebody made a mistake or tore it before putting it into the ballot box (Not considered cast or in the count total)

Rejected - was put in the ballot box but may be of wrong color, not stamped, multiple candidates marked etc (included as cast)

Disputed - was awarded to one candidate but other party agents dispute (included in that candidates total but noted)

Also, there is a possibility that the total number of votes cast to be more than the number of registered voters since with high turnout and ballots of one color being put in wrong color box. Hence take the reports of of a few returning officers been arrested for over-tallying with a small grain of salt.

I don't understand . What's soo hard or complicated. If the systems has failed , IEBC should put the f***ing presidential figures from constituencies in Excel . Only 10minutes ;done. Unbelievable all those Billions wasted like that.
