I was just about to ask this question. Is it 50%+1 of the cast votes or of valid votes. I see like this is what will determine run off or not.

Votes Cast = Valid Votes+Spoilt/Rejected Votes+Disputed Votes Leads to absurd interpretition. A vote can only be cast in favor of someone. In a normal situation if an unqualified person votes, that vote would be disregarded.
Similarly, in a runoff if there were more spoilt votes than valid votes, does it mean there would be no winner or that "spoilt votes" will win since these are votes cast?
