Maintenance of secrecy at elections.

61.

(7) A person attending any proceedings relating to an election shall maintain and aid in maintaining the secrecy of the voting and shall not without lawful excuse—

(a) communicate, before the poll is closed to any person, any information obtained at those proceedings as to any official perforation, stamp or mark to be used in connection with any paper;

(b) communicate to any person at any time any information obtained at those proceedings as to the number of ballot papers issued to any person;

(c) attempt to ascertain at the proceedings in connection with the receipt of ballot papers, the number on any ballot paper;

(d) attempt to ascertain at the proceedings in connection with the receipt of the ballot papers the candidate for whom any vote is given in any particular ballot paper or communicate any information with respect thereto obtained at those proceedings; or

(e) capture an image of any marked ballot for purposes of financial gain or for showing allegiance.

(8) A person who contravenes the provisions of this section commits an offence and is liable on conviction, to a fine not exceeding one million shillings or to imprisonment for a term not exceeding three years or to both.

Interesting trends from Meru as well


When those county figure come to the screen, use your judgement. You will notice that at time, the County heading appears but the vote figures delay and when they come, sometimes they bring for the next county and the headline gets quickly replaced by the right county.

The lead now at 203,000. Growing albeit slowly, his percentage is reducing, now at 56.14%

Thanks for this. I can see I am protected. The purpose was to show that civic education was not as effective as expected

I was just about to ask this question. Is it 50%+1 of the cast votes or of valid votes. I see like this is what will determine run off or not.

138.
(3) In a presidential election—
(a) all persons registered as voters for the purposes of parliamentary elections are entitled to vote;
(b) the poll shall be taken by secret ballot on the day specified in Article 101 (1) at the time, in the places and in the manner prescribed under an Act of Parliament; and
(c) after counting the votes in the polling stations, the Independent Electoral and Boundaries Commission shall
tally and verify the count and declare the result.
(4) A candidate shall be declared elected as President if the
candidate receives—
(a) more than half of all the votes cast in the election; and
(b) at least twenty-five per cent of the votes cast in each of more
than half of the counties.

Votes Cast = Valid Votes+Spoilt/Rejected Votes+Disputed Votes

Someone had earlier used n compared siaya to muranga indicating a trump card from cored strongholds.
May be a rabbit is just about to b pulled from t hat.
