what if there is no outright winner in round 1, who wins the bet or the money will be kept till after a run off?

The collective bets wont work, it has to be a wo(man) to wo(man)bets. for example, if Jubilee wins, the guy who bet 5k up here will want 10k meaning he might eat into my 40k that I expect to collect unless the funds are equal in both sides i.am.back!!!!
