The Judiciary is allocated funds and it uses it as it deems fit. On security, the CJ may just inform, say the NSIS of where he'll be at a particular time so as to be accorded security. This is not the same as seeking permission to travel (which you seem to suggest).
Pls read the CJ's statement carefully and realize that even the Immigration official who stopped him did not have a circular that included the CJ as one of the persons to seek clearance from Kimemia.
What grates me more is that you don't pause to think that, given the office and even the experience the CJ has over the years, he must have weighed what he says!
