This is why pple fail exams.Quote the specific constitutional/statutory provision or Circular referring to the above.Unless you either blindly live in the Kanu error or want to dig out old laws which suit your cause.


I am with @a4architect on this one. I've also previously worked as a civil servant and during our time you needed a letter of approval to travel from the PS/Minister to get you through immigration at the airport.

Let us conclude that the CJ is not a civil servant. Whom does he serve?

@a4architect.com I have respected your knowledge b4 on matters pertaining to construction. But on this matter, just like many graduates, you appear to be quite dumb on matters that do not touch your profession!

@mnadii...read what i wrote carefully. During my years as a civil servant there were such laws and thats a fact. As to whether the laws have been changed, its up to you to go find out.

Probaly your position demanded that you do the same, read the full statement again!!!

@4architecht you are wrong and allow to be corrected... There is a Civil Service Code of Conduct which btw is surbodinate to the Public Officer Ethics Act 2003. Cabinet Ministers can't travel without presidential approval but Constitutional Office holders are exempt. The Judiciary have their own Judicial Service Code of Conduct

@Maka. .any international travel that uses public funds/security e.t.c has to be cordinated by the executive. How does the Judiciary account at treasury and with NSIS for example if they do not communicate to them? Maybe the Judicial code of conduct could be missing crucial requirments and needs ammending. I have never seen it so i cant speak about it. I can only authoritatively speak about the Civil service code of conduct.

Do learn that there are three very distinct and independent arms of government: The Executive(to which you belong and hence your quoting code of conduct), The Judiciary and The Legislature. Take time of and read your constitution.

you will be shocked coz this will come back to haunt COARD. It's a desperate attempt to save themselves from sinking. Who doesn't know CJ is CORDED? Who does Mungiki back these days? Why didn't CJ report the matter to police? Why the delay to table this letter? Hard questions that need answers.

Talking of 3 arms, know that junior judicial officers require CJ approval to travel internationally and Cabinet require OP approval to travel internationally.
