Sanctions: HOW exactly will they be imposed

Let us assume for sometime that Jubilants shall win this elections. That means there might be "consequences" which many have interprated to me mean sanctions. Now there are issues I am wondering about:

1. Many of the envoys who have spoken have said that they do not have contacts with Hague indictees unless "its absolutely necessary". And that is the policy of many European countries. That means that they may still sit down with them if its necessary. Who knows what are those necessary circumstances?

2. The UK envoy said that they are aware that "the whole country is not at trial". Does that mean they may just impose punishments on the candidates and not at the whole country at large? Can that be practically possible? How would it be implemented?

UK sanctions policy principles
In March 1999, the Government (UK) reported to Parliament that the guiding principles of sanctions policy were as follows:
“Sanctions should:
• be targeted to hit the regime rather than the people;
• include exemptions to minimise the humanitarian impact on innocent civilians;
• have clear objectives, including well-defined and realistic demands against which compliance can be judged, and a clear exit strategy;
• have effective arrangements for implementation and enforcement by all states, especially neighbouring countries;
• avoid unnecessary adverse impact on UK economic and commercial interests.

Fact: U.S. sanctions apply to fewer than 120 Zimbabwean individuals

Fact: After the U.S. government first applied targeted sanctions in 2003, bilateral trade between Zimbabwe and the U.S. doubled over the next five years.

Fact: Zimbabwe had stopped servicing its debts and was therefore unable to borrow from the World Bank and IMF before the U.S. imposed sanctions.

Myth: "The U.S. maintains an embargo on Zimbabwe."

The reality is that Zimbabwe's trade with the U.S. is growing. In 2009 and 2010, annual U.S. goods exports to Zimbabwe were 30 percent higher than the 2000-08 average.

Myth: "The U.S. blocks Zimbabwe's access to multilateral loans."

In reality, Zimbabwe cannot borrow from the IMF, World Bank, or African Development Bank because it stopped servicing its debts to those institutions more than 10 years ago.

Myth: "ZDERA ruined Zimbabwe's economy."

The Zimbabwe Democracy and Economic Recovery Act of 2001 has had no effect on Zimbabwe's economy and is not related to targeted sanctions.  Read what ZDERA says (PDF 40KB)

Myth: "The U.S. has cut off aid to Zimbabwe."

The U.S. has provided over $1.4 billion in assistance to Zimbabwe since 2001.

Currently there are US sanctions against the following Kenyans;
- John Harun Mwau
- Naima Mohammed Nyakinywa

These are the sanctions;
- Denial of access to US territories
- Freeze of US based assets
- Denial of access to US financial system
- US companies barred from dealing with companies owned by these individuals

Not too sure how many Kenyans have suffered as a result.

Why are guys worried about thi sanctions thingy? Do people know something I don't? Sanctions will only be imposed if Uhuruto refuse to participate in the Hague process. They have repeatedly said they will participate. Or wont they?

I will be pleasantly surprised if they do. I hope the trials are moved to Arusha.
