So the governor needs a technical team that works on network interactions, while he motivates, interprets and represents the networks in political events.

The national govt can also have some of its policies implemented by the gabana. But with the envisaged independence from undue influence by the national govt, a rogue gabana may outrightly reject such proposals, thereby weakening the national govt. Say, an Uncoperative Kidero may give UK a hard time in developing Nairobi etc.. TULIA.........UFUNZWE!

I agree.With devolution,power and accountability are brought closer to the roots and with technology coordination can be made easier on multiple levels.Don't you think the more experts and support a governor gets will determine if he remains transparent? That is, the more entrepreneurial activity is globally competitive, and the more the governor is connected to the market structures, the greater the efficiency and transparency.
