certificates measure the ammount of knowledge that someone has invested in a particular field. Some dip holders with a passion for what they do and a liking / thirst for knowledge in their field will have invested more than degree holders hence offering better services. Unfortunately, the only way for the market in general to gauge this knowledge is through formal education/papers. Eg a nurse who has for the last 10 years researched on a particular cancer can be better than a doc who for the same period, has not put in any effort to learn new things in cancer treatment. It will be nearly impossible for the market to trust the nurse since he has no doctoral papers unless through a referral.
