'You build'= Structure. 'According to functional systems' = genetic transfer.

Function = Structure + Genes + systems + Consciousness. (Subject to commutative laws).

Lets look at it from an organizational point of view. You can't start by drawing the organizational structure/chart without defining the systems held within.
