1. Does a candidate select his own running mate or the party decides after nominations?

My million dollar question.

....my thinking was that deputy governer was reserved for maybe big losers etc, to be determined by the party?

You must be registered as a party member. What Lucy said was that she can't use her party memebrship registers because members are recruited everyday and therefore her register may not be up to date
