If there is one thing that I would advocate delegating, then its security. The central government has failed to properly control the country's security.
our biggest problem is to do with orders from above and laxity to implement policy because officers on the ground are afraid of taking initiative as they await instructions from paper pushers sitting in Nairobi with no idea of what is happening on the ground.
We must stop the notion of believing that only one person can decide for us. We need to trust in our laws and trust in the people given the responsibility to implement them.
