Schengen? Yes. UK and Ireland also opted out of the Schengen Agreement, but it was not part of EU law/policy till much later. Still the UK is part of EU despite opting out of the common monetary instrument and the border-less agreements. On the other hand Norway, Iceland and Switzerland are in the Schengen area but are not in the EU.
