The best measure to prevent access is to stop using the connection from your neighbour
thanks for the advice, will immediately stop using this connection
A firewall will go a long way in protecting you.
It's been broken down well for novice users, and you will be able to choose one from the link below:

If you really want to go the extra mile in security, you can get an extra machine, and dedicate it for the net only or also for other things that are not sensitive - should a breach happen.
Very common ways of accessing machines remotely is via a Trojan Horse - A file or program that will initially give you some sort of value, but also gives the attacker backdoor access to your machine by sending the attacker the relevant information, such as keystrokes, open ports etc... Different Trojans do different things.
A combination of an antivirus and firewall is ideal. A good antivirus should warn you and / or lock the file / program before you open it, while a firewall will protect you by not allowing any unauthorized communication to and from your machine - whether or not the cause of the communication came from the Trojan.
By the way, the term "Trojan Horse" in computers came from apparent history. The Greeks created a large wooden horse, put solders in it, sent it as a gift to their enemies in the city of Troy, once inside Troy, the soldiers came out of the horse and played a part in bringing Troy down and the rest is history. You can read about it in the link below:
