He was told (while kneeling down)to face the source of river chania which he failed to locate the Loci,hence the BURUKENGE style of beating.

As long as there's government, there's always 'booty' to be shared. Crying against the sharing is futile. Instead, he should have asked for a piece.

But maybe this is part of the bargaining process.
