The Mututho laws were also ushered in with the same fanfare,...now its like they don't exist ...in Nairobi anyway. When a law is toooo draconian, it loses its way and rarely achieves the intended effect. Lets wait and see ..

The special being that our law enforcement officials never bother to enforce the law. The problem we have in Kenya is not that we lack laws but that we never enforce them seriously. Small offence, big penalty, you won't do it again! You speed above the limit and you are mailed an invoice to your address. Minimum fine if 50 Euro for 10 kph above speed limit. 40 kph above the speed limit is a criminal offence, making you an outright guest of the court. Minimum fine, 500 euro. Who has such money to waste and at the same time accumulate criminal record? Enforcement will change our traffic manners for the better.

Something is definitely going to happen.. 1. Amount of bribes is definitely going up.. Cops win 2. willingness to part with a bribe due to ignorance is going up... cops win again 3. Some sort of order, depending on what pays off.. bribing or abiding by the low..... cops lose
