One man one vote: ways on how to achieve this and my biggest headache

The current representation in Parliament is lopsided and a product of deliberate craftiness by former President Moi. He deliberately created more constituencies in sparsely populated areas with the sole aim of controlling Parliament. Meaning with the current lopsided distribution of constituencies,even a populary elected president can be held hostage by a rogue Parliement. Now,if we are making a new constitution for posterity,is it not time to undo this imbalance? If there is one thing the new constitution must address,is this not it?



There are three options in my quick thinking:




Establish additional new constituencies based on approximately equal number of registered voters – This will be difficult to achieve,even locals agreeing on the names and boundaries of new constituencies alone is quite a tall order if past experience is anything to go by!
Assign strength of each vote in parliament based on population. In this case,the number of constituencies remain the same,but if we say that one vote in parliament is worth 30,000 voters,then a constituency with 210,000 registered voters gets 7 votes on any policy issue…something similar to electoral collage system in US
Nominate more MPs from areas with large population – again if we say the each vote is worth 30,000 voters,nominate 6 more MPs in a constituency of 210,000Pax – But this is unrealistic,and will lead to endless cat fights among MPs from one constituency



For me,option 2 seems most realistic but no one has offered this proposal - at least in the public lime light. Yet this issue may be the most important aspect that the new constitution needs to address.



BUT my biggest headache is that no one seems to give a viable proposal,and also am not sure whose interest the boundary review commission and constitution review commission are serving - by and large they were somewhat appointed by a lopsided parliament!! How can we ensure these guys get it right this time round?????
