The gap between the rich and poor is a relative one. Therefore, the problem is that of adjusting rates of wage increase and cost of living. Your idea is for rationalizing absolute values, thus not solving the problem.
I think it is obvious that those with the most political connections should be rewarded highly because money is a political tool. So to generate equity individuals should have more political power, but this can not be achieved without individuals working for it of their own free will.
Perhaps we should think more of creating perfect, or near perfect information systems, and open and interactive bidding of jobs with less and less of government showing up.
