Low engine idle speed

My Toyota AE 110 has a persistent low engine idle speed when the engine is cold, but goes up when the engine is warm.Even after this was adjusted the problem still persists. I noted this problem after the ECU was changed about 3 weeks ago. What could be the problem and any solutions.Any motor vehicle mechanic in the house to assist?
