Who removed/refused to sign the contract of Gakuo? could he have done it on tribal lines?

Reminds me of KPA. One Brown Ondego was replaced with a tribe compliant Mwaruwa by the minister concerned at the time zipapa. He quickly eroded the gains made by Ondego. Si tukubali those that deliver are retained? The rest can be political puppets!
