The purpose of this post is purely to understand how things work or were supposed to work.

There are many here who believe that there was fraud intended in UKs 9.2 billion shilling 'typing error'. Assuming this to be true how was this supposed to work out.. I mean how do you get it from the government estimates to someones pocket?

You allocate several million shillings more per Ministry,the money is wired to the ministry accounts..the big question is how does the thief get it into his pocket? Does he then go to the cashier of these Ministries and ask for the 'extra' cash?? Please educate me. I am really curious. An academic curiosity,please keep politics out of this.

@kusadikika,you simply get your corrupt supplier friend to tender at an agreed amount,get your procurement guy to award the tender to your corrupt friend and finally share the loot with UK,the Minister the PS and the rest.

The overestimates cut across all ministries..... r u implying Uk has contacts in all of them and has coorupt friends to tender in each without th PPOA...

As for security contracts that only one ministry

It sure isnt a typo but then again its not daylight robbery either
