Word has it that the initial tender committee asked bribes of up to 40 million to award the tender, which they were duly paid by Symphony and 4G.
Unfortunately some board members received more than others which caused the discontent.
As the board members had been bribed by the 2 companies faults emerged on which company was to be awarded
Luckily another board was reconstituted and this continued the discontent.
The story in today's nation shows how none of the qualified companies met the set specifications

Is he speaking on behalf of ODM? I also say we go biometric, even if election are pushed to August, we don't want 99% voter turnout again.

If I was the IEBC chairman.... I would bite the bullet and award this biometric tender as long as adequate due diligence has been done and I am sure the winning company can deliver. But also include in the contract conditions and huge penalties including bonds if the award winner fails to deliver.
We need strong leadership now in IEBC when everyone is pulling in all directions. We must have a biometric voter registration to avoid chaos again in 2013 elections.

I now believe Krigler when he said 2007 elections will look like a Christmas party compared to 2012.
