No his case is different because he's been playing in the UK with Celtic.
The Kenyan Media have reported that he's close to joining Arsenal but i don't think that's the case. The gunners (like other clubs) have been watching him and have shown interest but no bid has been made.
He is already playing in UK which means he has secured a working permit. Unless ofcource England want to be petty.
