My landlord is threatening me

Hi good people, I moved into a house sometime in Oct 2011 and have been paying rent on time.
I later discovered this house has a water dispute between the landlord and NWSC since 2005 way before I moved in and my verbal agreement with the landlord was that I pay monthly usage as he deals with the arrears.
Unfortunately he hasn't been paying the arrears and now NWSC disconnected water 2 months ago, I have been tapping water from my neighbor to fill my tanks twice weekly (at a fee).
This month I told the landlord that I will not pay rent until he sorts out the water issue but now he is threatening me that 'I will see who between the two of us is a MAN if I don't pay'.
Has anyone ever encountered such a scenario ?
How do I deal with this chap ?
Where can I seek redress ?

No agreement was signed, He brought me a draft copy of the agreement but we did not sign it since at that time the water issue was pending and was not included in the agreement.

Just move out, had a near situation only that mine was not able to pay a bank loan so they they threw out my stuff and locked the house, the landlord was left with my two months rent deposit... Problems can get out of proportion, and not only in the wee small hours. Don't let the problems eclipse the Master. Let the Master eclipse the problems.

@StatMeister..am a PLUG, this guy is one of those COPS who think they can threaten everyone and get their way out irrespective of whether they are on the wrong side.

Whatever you do,report the matter to any police station near you. If anything happens to you,he will have to sweat his way out. They are not as powerful as we might think.

kama ni kaigangio ungekaa ngumu but flying squad? jeez run before he flies oops fries ur brains. By the way in life at times we lose stuff for the sake of peace. It makes no sense to cling on to something that will give u stress forever or fight a losing battle.Peace is key. Let go,you will own urs.
