The president is away in Brazil for the Rio+20 summit a gathering of about 134 heads of state. But now the PM has also left for Russia to attend a forum supposedly to woo Russian investors.

Not very good for a developing country especially when in any given week approximately 30% of the cabinet are out of the country. It gets worse when the President and PM travel they are accompanied by a retinue of ministers, assistants and PS's who should be serving Kenyans.

Do you not understand that the PM is NOT the President's assistant?

That role belongs to the VP... and Kalonzo is around [at least he is supposed to be here]

If [the president is not able to carry out his duties, his position will be taken by the VP. That is how it has always been, even before the new constitution. The PM does not enter into that equation at all!

It is not a suggestion! It is the constitutional position including the coalition agreement signed between Raila and Kibaki.

Truth be told: there is nothing like "nusu mkate". ODM simply didn't get any mkate!

@chiaroscuro,

So very right.
VP is only President's Assistant[PA]. He does not however deputize the president, when President is out of the country unless specifically delegated to.
Right again, on taking over when President is not able.
That is why he his VP and not DP. That is why they are changing the 'contusion' on this.
