Teacher killed in Southern Sudan

the 24 year old Kenyan teacher died after a sudanese soldier opened fire on a taxi when the driver ignored the whistle signalling the lowering of the country's flag... it reminds me of the strange justice system in SS where as a foreigner you are guilty any time you are involved in a traffic accident... they argue that the accident would not have occured if you as a foreigner was not in their country.. these dudes are still evolving or what?
