I will remeber him for trying n improving the road network in Kenya.
Will not forget that he has made tribalism even bigger in Kenya than it was before

I do not think Kibaki made tribalism worse. He just followed in the footsteps of his predecessors. But i agree, this is his biggest failure.

for me it has to be Free primary education. roads. economic development. rural electrification. opening up democratic space. katiba mpya.

I honestly think he was looking for merit in his appointments - his so called tribal appointments did a wonderful job, I would not mind if all positions were filled by a single tribe as long as they deliver.
For me the biggest failure is in his handling of the violence in 07 and 08

Is there an empirical method of measuring the level tribalism?

What parameters does one use?

I lived through Moi's time and having the kind of freedom we have now was unthinkable. You couldn't mention Moi's name in a pub leave alone corruption for fear of the dreaded special branch. If for nothing else I honour Kibaki for that.
