92% of city hall workers incompetent

An audit by PWC has revealed that 92 percent of the City Council of Nairobi workforce is incompetent.Sad Sad

>>58% of city council workers are not educated beyond primary school level.

>>39% of staff in managerial grades hold a minimum of a Bachelor’s degree.

>>1/4 of the council’s workforce is 50 years and over, and therefore likely for retirement.

The Town Clerk said that the council will consider proposals ensuring that directors are employed on contract basis to ensure that contracts are only renewed on performance.

The wage bill would have been higher had 4,000 ghost workers not been removed from the payroll three years ago after another audit.

Another useless report from PWC. Do they mean parking attendants, garbage collectors, street sweepers, drivers, grass cutters, sewerage unblockers, revenue collectors are all incompetent? What skills do you need to do these jobs? Unskilled is not the same as incompetent.

you have a point here. This comes after PWC messed up a parastatal in a restructuring plan they had come up with. Sometimes it is better to sort out your internal issues instead of inviting consultants who do not understand your operations.

i beg to differ.. the report says incompetent.. the level of education achieved is just to give a clearer picture..

Incompetent could/should mean non of those sweepers, garbage collectors , drivers grass cutters sewerage blockers are trained for their respective jobs..

For instance how many times have the gutter cleaners come to unblock the systems then left the garbage right next to the manholes, drainages.. only for it to be washed by rain back in..

Have you ever seen the way the Askaris handle hawkers.. and why its a cat and mouse game all year round..?
clearly any body who has handled pythogras problems and attended an archemedes lecture would have come up with better solutions to some to their problems with hawkers.
Otherwise with that level of education.. you know ur probablities of other jobs are zinch and the best way to make a quick buck is by harassing the hawkers in such a way that they are always on the run but never eliminated for your continuous 'milking'.

Make license inspection rounds on fridays so as to increase the amount of TKK by threatening to lock up guys a whole weekend.. while not knowing that if they all paid their taxes your pay would be higher and your job more secure..

Which school trains sweepers and cleaners? Councils can go the mechanized way, but Kenyans will loose jobs. What was the brief to PWC before we go on commenting? What was the objective of the study?

They need to solve the root cause problems. If you need things working, you have to ensure t=your employees are happy and satisfied, paid on time, given right tools etc etc. you don't need any schooling to sweep and clean streets. How come the same workers were effective and efficient Gakuo's time?
