Advice on income generating project 7 kilometers from the nearest tarmac

I have access to this parcel measuring around 2 acres.. the plot has black cotton soil.. and no access to water.. the nearest all weather road is 2.5 km away..
The nearest water point is 800 meters.. it being sold privately
I hear a road will be done soon near there.. but you know these bypasses take years..
Are there crops that can survive the black cotton soil without irrigation.. depending only on perennial rains..?
What else can i do on this parcel to make some money and stop grabbers from getting it?

Dig a large pit maybe 20metres by 20metres. Put hardcore on the bottom. Use that to collect water as a dam. If yo line it with polythene, you may even rear fish and eat or sell. If fish is not your thing use the water to grow trees. At least someone will know the plot has an owner. Put a mabati site house as well. Peace in our Homeland.
