If GoK, then you have a point. If private investor, then your point fizzles out.
Still; your point regarding NEP. For many decades this region has been ignored and the results are in plain sight. The misguided logic has been that there is no point in building infrastructure in a place that is not productive.
This is warped logic; the reality is that a region develops because of infrastructure. Look at the map of Kenya and you will see that all development falls within 50km of the Uganda railway. And remember that this railway was built to access Uganda, not Kenya!
But; things are changing (thanks to the Kibaki administration). The tarmac linking Isiolo to moyale has just about 150km to go and the contractor is already on site to complete the job. And this was not part of LAPSET project...
