That was also implemented by Michuki but I have not heard anyone talk about it in this blog. Michuki was the best president Kenya never had irrespective of having ever worked for the pinks. That was the only blemish on Michuki, and we forgive him on that one as he made up for it with many many selfless acts that benefited Kenyans.. By inference, the man is all that Mr Phantom is not: an untrustworthy radical, divisive, too many enemies, a dictator, and a persistent liar...Gaitho dialogues.
