I don't think Shocks should be changed by mileage; they should be changed when necessary. There is a quick and simple test you can do for yourself anywhere any time....
Push down hard on each corner of the car and let go. It should bounce only once (i.e., it goes down as you push, then come up when released and settles).
If it bounces more than this, then your shocks are dead!
