Hi Mr.Good dream,well thats a private licence which will mean flying solo on fixed wing crafts etc. If thats what you really want to do why not try south africa? The reality is,its also very unlikelly for someone to invest such an ammount on you. But financial institution may be able to,you said you dont qualify for such an ammount but if you can source some kind of collateral security from a relative then a financial institution might be able to grant you the ammount for you to pursue your studies.

Private licence has its own short comings though not unless you want to be a bush pilot and fly in congo or areas of that type dropping some contraband to rebels then you might make cash to repay your loan that quickly. The other thing you need to do is check the ICAO requirements and see if you certify them cause you might struggle too much to get the funds then get them and fail to pass the innitial tests.
