IMHO, i feel he just didn't get the people on the right mode.such revolutions[if i may call them so] are coming into Kenya soonest.
There will come a time when the populace cant take it down any more and the heat will be too much even for the government to hold.

None of these tactics/threats will work at all.. All these traders have mouths to feed and school fees to pay¡¡

All those shops will definitely be open by the weekend...

Matatu strikes! How long do they last when loans have to be repaid, school fees paid and bread put on the table for kids. The shops will be opened by weekend. Walk to work might work better, especially if you reinforce the sole of the shoes with tyres (akala).
