Well that guy has facts. i've noted the unit cost of drilling the wells is still lowest by Great wall china company. nb: observation not conclusion

GWC appears as the best value for public money. Thus, the arguement here, in my opinion, is about Procedural Law but how that now results in corruption I don't understand as there is no express statement from my Senior that money went into private pockets.

He is asking why the MD acted outside the law by consituting a procurement committee outside of the law of the land to make that particular decision. Of course for the MD to go that far money must have changed hands
