Are you for real? why would anyone need a jammer?Why would you feel the need to cut off cellphone communication "for people" as you put it. If i don't want people to call me i switch off my phone.If i don't want to answer i put the phone to mute. As to public areas, no one has the authority other than the military/police in
special circumstances to jam the cell phone networks. As for conference meetings where you don't want disruptions, the organizer could simply just ask everyone to switch off their phones!! From my experience the cell phone jammers i have come across are used in security installations, some airport areas, military vehicles etc

@ Krutos i fully support the use of cell phone jammers whenever possible. Even if someone reminds people three times to switch off phones, most people don't. It is so annoying when you are in a meeting, a phone rings. You'd expect evryone else to confirm their phone status at that time but you still get many more phones ringing throut the session.
Having worked in a bank there are also these customers who pick phones while you are attending to them, they are blocking you from serving them, and ate the same time blocking other people who are in the queue. Thew ignore security guard instructions and match to the mangers office (still talking on phone). Until Kenyans can learn how to handle cell phones, let them JAMMMM!!!!
